The U.S. House of Representatives will likely introduce its first NIL bill in early June. A frontrunner could be legislation proposed last week by Florida Rep. Gus Bilirakis (R) titled “The Fairness Accountability and Integrity in Representation (FAIR) of College Sports Act”. Bilirakis attempts to address the confusing landscape of NIL.
The 24-page discussion draft hits on points the NCAA and its new President, Charlie Baker, have been driving home to elected officials since 2021. Consensus from NCAA leaders has drifted towards a “skinny” NIL bill, and this proposal seems to fit that definition. Whether it addresses concerns raised by other House members, Senators and stakeholders who want deeper changes in the balance of power between athletes and the NCAA remains to be seen-athletes and their advocates are already saying it doesn’t go nearly far enough.
